challenges for skilled immigrants

Many skilled immigrants in Canada are working in jobs way-off their profession and not using their hard earned skills and experience from their original country.  The need to pay for their basic needs like foods and housing compelled them to take jobs that would pay the bills.  In Vancouver, is it usual that doctors or certified public accountants, and nurses are working in menial jobs that extremely under-employ them.
